For most countries, a magnitude 7.1 earthquake would rank among the worst natural disasters in decades. In Japan, every major tremor is treated with the same seriousness – not because earthquakes are routine, but because experience has taught the country that preparedness saves lives.
A powerful magnitude 7.1 earthquake struck Kumamoto Prefecture on Japan’s southwestern island of Kyushu on Tuesday, damaging buildings, knocking out electricity to tens of thousands of homes and disrupting rail and air transport.
Rescue teams were deployed across the region as emergency crews searched collapsed structures and assessed widespread damage.
Authorities also issued a tsunami advisory shortly after the quake, although it was lifted later after only minor sea-level changes were observed.
At the time of writing, rescue operations remain underway and officials are still assessing the full extent of casualties and damage.
The earthquake once again highlighted an extraordinary paradox.
Japan experiences some of the world’s most powerful and frequent earthquakes, yet many of its cities continue functioning remarkably quickly after disasters that might devastate much of the rest of the world.
Why Does Japan Experience So Many Earthquakes?
The answer lies deep beneath the Pacific Ocean.
Japan sits on one of the most geologically complex regions on Earth, where four major tectonic plates meet: the Pacific Plate, the Philippine Sea Plate, the Amur Plate (part of the Eurasian Plate) and the Okhotsk Plate, often associated with the North American Plate.
These massive plates are constantly moving – usually only a few centimetres each year – but their slow movement stores enormous amounts of energy. When that energy is suddenly released, the ground shakes.
Much of this activity occurs because the Pacific and Philippine Sea plates are slowly sliding beneath Japan in a process known as subduction.
It is this relentless geological movement that makes the country exceptionally earthquake-prone.
Japan also lies along the Pacific Ring of Fire, a horseshoe-shaped belt surrounding the Pacific Ocean that produces around 90% of the world’s earthquakes and most of its active volcanoes.
Is Japan the Most Earthquake-Prone Country?
It depends on how you measure it.
Countries such as Indonesia, Chile, Papua New Guinea and parts of the western United States also experience intense seismic activity.
Türkiye is Europe’s most earthquake-prone country, while the eastern Mediterranean remains one of the continent’s most active seismic zones.
Yet few countries experience earthquakes with the frequency seen in Japan.
The Japan Meteorological Agency records thousands of earthquakes every year, although most are too small to be noticed.
Around 1,500 to 2,000 are strong enough to be felt by people, and the country accounts for roughly 10-20% of the world’s earthquakes measuring magnitude 6 or higher.
For many Japanese residents, feeling the ground move several times a month is simply part of everyday life.
Some Earthquakes Produce Devastating Tsunamis
Many people assume that a large earthquake automatically triggers a giant tsunami.
In reality, magnitude tells only part of the story.
Whether a tsunami forms depends largely on how the seabed moves. The most dangerous tsunamis occur when a powerful undersea earthquake suddenly lifts or drops a large section of the ocean floor, displacing an enormous volume of water.
Depth also matters.
Shallow offshore earthquakes capable of causing significant vertical movement present a much greater tsunami risk than deeper earthquakes or those occurring mainly beneath land.
Following Tuesday’s earthquake, Japanese authorities issued a tsunami advisory as a precaution. The warning was later lifted after monitoring stations detected only relatively small sea-level changes.
The Disaster That Changed Modern Japan
Every major earthquake in Japan is inevitably compared with March 11, 2011.
On that day, a magnitude 9.0 megathrust earthquake struck off the country’s northeastern coast, becoming the most powerful earthquake ever recorded in Japan.
The earthquake itself caused extensive destruction, but it was the tsunami that followed that turned the disaster into one of the deadliest in modern history.
In some locations, tsunami waves exceeded 40 metres (130 feet), sweeping away entire towns, ports, roads and railway lines.
More than 18,000 people were killed or remain missing.
The tsunami also triggered the Fukushima Daiichi nuclear disaster, after seawater overwhelmed protective defences, disabled backup generators and led to multiple reactor meltdowns.
The events of 2011 fundamentally reshaped Japan’s approach to disaster preparedness, coastal protection and emergency planning.
How Japan Learned to Live With Earthquakes
Perhaps the most remarkable aspect of Japan is not that earthquakes happen – it is how well the country has adapted to them.
Modern skyscrapers are designed to sway rather than resist every movement.
Many buildings incorporate sophisticated seismic isolation systems, giant dampers and flexible foundations that absorb earthquake energy instead of transferring it directly into the structure.
Japan’s famous Shinkansen bullet trains automatically stop when the country’s earthquake early warning system detects the first, faster-moving seismic waves.
Factories shut down hazardous processes within seconds.
Millions of smartphones receive emergency alerts before the strongest shaking even arrives.
Children practise earthquake drills from an early age, while offices, hospitals and public institutions regularly rehearse emergency procedures.
Preparedness has become part of everyday culture rather than something reserved for emergencies.
Why Recovery Often Happens So Quickly
One of the most striking differences between Japan and many other earthquake-prone regions is the speed of recovery.
While rebuilding severely damaged communities can take years – as seen after the 2011 disaster – the restoration of essential services often begins within hours.
Roads are inspected immediately. Railway operators rapidly assess tracks and bridges. Electricity networks are repaired at remarkable speed.
Emergency shelters open almost instantly, supported by well-rehearsed logistics and highly coordinated local authorities.
The goal is not merely to survive the earthquake, but to minimise the disruption that follows it.
What the Rest of the World Can Learn
No country can prevent earthquakes. What can be changed is how societies prepare for them.
Japan demonstrates that resilient infrastructure, strict building codes, continuous public education and investment in early warning systems can dramatically reduce the human cost of natural disasters.
Even the best engineering cannot eliminate every tragedy – as 2011 painfully demonstrated – but it can mean the difference between widespread collapse and a city that resumes functioning within days.
Tuesday’s earthquake in Kumamoto is another reminder that nature remains unpredictable. Yet it also highlights something equally powerful.
Resilience is not built after disaster strikes. It is built long before the ground begins to shake.
